Russian Foreign Minister Sergey Lavrov has given an exclusive interview to conservative American journalist Tucker Carlson this week. The two talked about a wide range of topics of international concern, primarily the conflicts in Ukraine and the Middle East, as well as the state of US-Russia relations. Here’s the full text of the conversation.

Minister Lavrov, thank you for doing this. Do you believe the United States and Russia are at war with each other right now?

Hoje,
somos testemunhas de uma colisão de duas tendências opostas. Por um lado, os
princípios policêntricos da ordem mundial estão a fortalecer-se e estão a formar-se
novos centros de crescimento económico. Podemos ver nações a esforçarem-se para
preservar a sua soberania e a escolherem modelos de desenvolvimento que estão
de acordo com a sua identidade étnica, cultural e religiosa. Por outro lado, vemos
o desejo de uma série de Estados ocidentais de manter o seu autoproclamado
estatuto de “líderes mundiais” e a abrandar o movimento irreversível em direcção
à multipolaridade, que está a acontecer objectivamente. Para este fim, vale
tudo, incluindo a chantagem política, a pressão económica e a força bruta.
Estas
acções ilegais desvalorizam o Direito Internacional, que está na base da ordem
mundial do pós-guerra. Escutamos declarações estrondosas, não só a questionar a
força legal dos tratados internacionais, mas a afirmar a prioridade das abordagens
unilaterais egoístas sobre as resoluções adoptadas pela ONU.
Estamos
a testemunhar o aparecimento do revisionismo militante em relação ao sistema
jurídico internacional actual. Os princípios básicos do processo de solução do Médio
Oriente, o Plano Conjunto de Acção Integral sobre o programa nuclear iraniano,
os compromissos assumidos no âmbito da Organização Mundial do Comércio, o
acordo multilateral sobre o clima e muito mais, estão sob ataque.
Os
nossos colegas ocidentais procuram substituir o Estado de Direito nos assuntos
internacionais, por uma “ordem baseada em regras”. Essas regras, que são
compostas de acordo com a conveniência política, são um caso claro de dois
critérios. Fazem-se acusações injustificadas de interferência nos assuntos
internos de determinados países enquanto se envolvem, simultaneamente, numa campanha
aberta para minar e derrubar governos democraticamente eleitos. Procuram atrair
certos países para alianças militares construídas para responder às suas próprias
necessidades, contra a vontade do povo desses países, enquanto ameaçam outros Estados
com punições, por exercerem a liberdade de escolha, em relação aos seus
parceiros e aliados.
Os
ataques agressivos às instituições internacionais são acompanhados por
tentativas de “privatizar” as suas estruturas de secretariado e conceder-lhes
os direitos dos órgãos intergovernamentais, para que possam ser manipulados.
O
espaço cada vez menor para uma cooperação internacional construtiva, a escalada
do confronto, o aumento da imprevisibilidade geral e o aumento significativo do
risco de conflitos espontâneos - todos têm um impacto sobre as actividades desta
organização mundial.
A
comunidade internacional tem de pagar um preço alto pelas ambições egoístas de
um grupo restrito de países. Os mecanismos colectivos de resposta aos desafios
de segurança comuns, são indecisos. A diplomacia, a negociação e o compromisso
estão a ser substituídos por doutrinas e sanções estrangeiras unilaterais,
decretadas sem o consentimento do Conselho de Segurança da ONU. Tais medidas,
que já afectam dezenas de países, não são apenas ilegais, como também são
ineficazes, como demonstra o embargo por mais de meio século a Cuba, pelos EUA,
denunciado por toda a comunidade internacional.
Mas
a História não ensina a mesma lição duas vezes. As tentativas de aprovação de
veredictos sem julgamento ou investigação continuam inabaláveis. Alguns dos
nossos colegas ocidentais que querem atribuir culpas, estão satisfeitos por se
basearem em afirmações do mesmo estilo, que alegam ser “altamente prováveis”.
Já passámos por essa situação. Lembramo-nos muito bem, quantas vezes eles
usaram pretextos falsos, para justificar intervenções e guerras, como na Jugoslávia,
em 1999, no Iraque, em 2003 e na Líbia, em 2011.

Pregunta: Señor Ministro, usted dijo que
Rusia tenía pruebas irrefutables – no se trata de “higly likely” (altamente
probable), como suelen decir hoy los británicos, sino de lo irrefutable – de
que un país rusófobo había orquestado el llamado ataque químico en la ciudad de
Duma en la periferia de Damasco. El jefe del Departamento de Información y
Comunicaciones del Ministerio ruso de Defensa, Igor Konashenkov, dijo
posteriormente que se trataba de Gran Bretaña. No podemos actuar igual que los
británicos acusando a alguien sin presentar las pruebas. ¿Cuándo podremos
presentar las pruebas contra Gran Bretaña y de qué se trata?
Respuesta: Tenemos las pruebas de sobra. En el vídeo que puso
inicio a todo eso y que fue posiblemente el pretexto principal para aquel
ataque apresurado lanzado por EEUU, Gran Bretaña y Francia que asestaron glopes
contra los objetos de infraestructura donde se fabricaban y se almacenaban
armas químicas, según ellos. Creo que todos etienden que si uno sabe donde está
un almacén con armas químicas su bombardeo puede conllevar una catástrofe
humanitaria para los que viven de cerca. Se pudo ver a unas personas sin
protección alguna, (varias personas estuvieron en apósitos de gasa) que
arrojaban agua a los niños, a unos adultos.
Cuando nuestros militares liberaron esta
parte de Guta Oriental encontraron a dos médicos que trabajaban en aquel
hospital. Al mostrar a sí mismos en el vídeo, estos médicos contaron que habían
irrumpudo unas personas gritando que se había producido un ataque químico y
había que echarse agua urgentemente. Los médicos lo contaron abiertamente sin
ocultar sus caras y nombres.
Hace poco, vi en la cadena de televisión
Euronews a una mujer cuya cara y cuerpo estaban cubiertos, sólo quedó una
pequeña ranura para mirar. No se presentó y, agarrando de la mano a dos niños,
dijo que eran sus hijos quienes habían sentido un dolor de cabeza y un olor
desagradable. No le gustó aquel olor tampoco. Y la mujer finalizó su discurso
al decir que posteriormente su marido había llevado a los niños al médico.
Surge la pregunta: ¿se puede hablar con este médico, saber como se llama esta
mujer, sus niños, etc.? Así las cosas, tenemos que analizar toda la información
que vemos para no permitir que nos engañen
Russia’s Foreign Minister Sergey Lavrov has held a press conference with journalists at the United Nations, during which he reiterated Russia’s positions on key issues around the glob.
Here are the main points
SYRIA:
On Syria, Russia’s Foreign Minister stated that “we cannot allow for partition”. He further stated that it would only bring more instability to the Middle East and that the only parties who would benefit from such a thing would be those who seek to benefit from causing havoc across the region.
Beyond this, Lavrov stated that time tables for military withdrawal among all foreign actors in Syria is premature and that this can only be discussed once the battle against terrorism is totally won.
Sergey Lavrov also reiterated Russia’s position that only the Syrian people can determine their future and that the political decisions of Syria should not be influenced by foreign powers.
North Korea and Iran:
Lavrov expressed disappointment in Donald Trump’s remarks indicating that he seeks to tear apart the JCPOA (aka the Iran nuclear deal). If the US does this, the Foreign Minister stated that North Korea will say to itself, “How can I have a deal with you (with US) if you break the deals you make and take back what you have given”.
He further stated, “I hope this example will not become a precedent”.
Lavrov stated that the Sino-Russian Double-Freeze proposals for the Korean peninsula remain the best way forward and that ‘hot headed’ military options would be catastrophic, in a clear rejection of Donald Trump’s militaristic approach to Pyongyang.
When asked if he met the Foreign Minister of the DPRK who is scheduled to address the General Assembly on the 23rd, Lavrov stated that the last time they spoke was at the ASEAN summit in Philippines which was held last month. Lavrov stated that a meeting with the North Korean Foreign Minister is not currently on his busy UN agenda.
Qatar crisis:
In respect of the Saudi led boycott of Qatar, Lavrov stated that he maintains close contact with the Foreign Ministers of all countries involved including Qatar, the UAE, Saudi and Egypt. Lavrov stated that as with all other disputes, dialogue is the only way forward.
He remarked that sanctions are never a good option but remarked on the hypocrisy of many in the west worried about the sanctions against Qatar which have only lasted a few months while the west continues to sanction Syria, something which has led to a large scale humanitarian disaster which Russia condemns.
Myanmar:
Sergey Lavrov stated that he met with the Foreign Minister of Bangladesh and had productive talks on the Rohingya refugee issue. He further stated that Myanmar is taking into consideration the need to take care of the humanitarian aspect.
Lavrov stressed that it is necessary to have dialogue will all concerned parties in Myanmar just as this is the case in Venezuela. He continued to urge calm on the issue.
Cuba and Venezuela:
When asked about Donald Trump’s views on Donald Trump’s threats against Cuba, particularly as it relates to the US embargo. Here, Lavrov said that unilateral sanctions are never a good idea and that this applies equally to Cuba and Venezuela.
Describing Venezuela as a “friendly country”, Lavrov condemned US sanctions before stating that the US problem in Venezuela is that the US only talks to those opposed to President Nicolas Maduro. Sergey Lavrov stated that in spite of Russia’s good relations with the Venezuelan President, Russia has cordial talks with all sides in Venezuela.He stated that this is a model that should be used in any crisis and he said that “it should happen in personal life too”.
Libya:
Sergey Lavrov remarked with regret that “You cannot undo what you’ve done…you cannot go back in time”. He went on to slam NATO for its extra-legal murder of former Libyan Revolutionary leader Muammar Gaddafi. Lavrov stated that the best thing for Libyan would have been not to manipulate political processes. He then stated that Libya was bombed as blatant violation of the UN mandate for a no fly zone. Lavrov then mocked NATO saying, it is “the most democratic organisation in the world as they call themselves…that’s why everyone seeks to join it”.
He then criticised France for giving weapons to enemies of Gaddafi in Libya, weapons which were then used by Slafist terrorists in neighbouring Mali where then French then sought approval from the UN Security Council for an anti-terror mission.
Lavrov stated that he spoke with the French Foreign Minister at the time and stated that they created the very mess in Mali they now seek to clean up. He said that the French Foreign Minister replied “C’est la vie”, but Lavrov stated that was simply not a good enough response.
The Russian Foreign Minister stated that Russia seeks new elections in Libya, but such things are a long way off.
US-Russian Relations:
In this segment of his press conference, Sergey Lavrov noted that it is as though many of the journalists seek out Russia to solve all of the world’s problems, even those issues which are not directly related to Russia. He again joked later in the press conference when addressing Russia’s support for Palestinian statehood, “Yet another problem that is Russia’s responsibility”.
Sergey Lavrov stated that it was unfortunate that Barack Obama put a “time bomb” under US-Russia relations. He stated that he would not have expected such behaviour from a Nobel Peace Prize winner.
Turning to the Russiagate issue, Lavrov reminded reporters that the DNC website was hacked by an insider–someone with direct access to the DNC computers. This person who ultimately passed the information to Wikileaks is widely believed to be Seth Rich who was murdered shortly after the scandal broke out.
Lavrov remarked that after a year of thorough investigations, not any evidence of Russia meddling was found; not in the US, nor in France and Germany.
Sergey Lavrov compared the attitude of modern American jurists and pundits to that of the infamous Soviet state prosecutor Andrey Vyshinsky who once said that “the accusation is the king of proof”.
It’s been one year and we have not seen a single fact–and not in France and Germany either
He further stated that there have been no great breakthroughs in so-called ‘east-west relations’ and that his meetings with western Foreign Ministers this year was little different than in previous years. Lavrov stated that will there is frequently an impetus to improve relations, this still has yet to happen.
Sergey Lavrov, Russia’s long serving Foreign Minister has delivered his country’s address to the plenary session of the 72nd meeting of the UN General Assembly.
The speech which was delivered at a rapid pace, can be characterised as a point-for-point rebuttal of the majority of issues raised by Donald Trump during his deeply controversial speech delivered on the 19th of September.

North Korea
Sergey Lavrov placed a heavy emphasis on the joint Chinese and Russian deep-freeze proposals which call for de-escalation on the Korean peninsula.
Lavrov stated that “military hysteria is not just an impasse but a disaster” in a clear reference to Donald Trump’s threat to “destroy” North Korea, during his address before the United Nations.
Russia’s Foreign Minister condemned “Pyongyang’s missile adventurism” but restated that diplomacy is the onlymeans of solving the crisis.
Iran
Sergey Lavrov stated Russia’s support for the 2013 JCPOA which is colloquially known as the Iran nuclear deal. By contrast, Donald Trump called the deal “an embarrassment”.
Lavrov then said that the JCPOA has been and continues to be effective and that threats against Iran are causing alarm in the wider world.
Venezuela
Sergey Lavrov said that it is “unacceptable” for any external power to orchestrate riots let alone take military action against Venezuela. He also affirmed Russia’s opposition to sanctions against Venezuela. He explained that unilateral actions in such areas are ineffective and pointed to the failed US embargo of Cuba.
Lavrov condemned the use of ultimatums as a means of settling geo-political disputes and warned that such leads only lead to chaos, instability and refugee crises.

At the Tillerson - Lavrov talks in Moscow last
week, Russia’s Foreign Minister disagreed with the US Secretary of State in
their stance on the use of chemical weapons by Syria’s President Bashar
al-Assad.
Russia stands for a full investigation to take place, prior to taking
any kind of action. In his explanation Lavrov noted, that the only source of
information on the Idlib gas attack comes from the widely discredited ‘White
Helmets’ propagandists. No official investigation by international bodies, has
taken place. Tillerson, on the other hand, is quite assured of Assad’s
involvement in the attack, without questioning White Helmets’ evidence.
Furthermore, Russia’s top diplomat made it quite clear that no more ‘regime
changes’ are possible, citing the devastating examples of Yugoslavia, Iraq,
Libya and Sudan.
Russia's Foreign Minister Sergei Lavrov said on Thursday that the US has been invited to Astana talks on Syria.
When journalists asked Lavrov on what conditions Russia would invite the US to the upcoming Astana talks, he replied that the representatives from the US have already been invited.
"As I said yesterday, they've already been invited," Lavrov confirmed.
During his annual press conference on Wednesday, Lavrov pointed out that Moscow considers it appropriate to invite representatives of the new US administration and UN to Syria talks in Astana. Moscow hopes that the Trump administration will accept this invitation, Lavrov said adding that Syria talks in Astana could serve as first official contacts between Russia and Trump administration.
"This would be the first official contact that could pave the way for talks on how to make the fight against terrorism in Syria more efficient," Lavrov said, adding Moscow and Washington had the experience of co-chairing the International Syria Support Group (ISSG).
The Talks in Astana are due to start on January 23.
